mubarak's latest refusal to resign. president obama is taking his toughest stance yesterday. alison burns reports the obama administration was caught off guard when he did not resign. >> reporter: dave, hosni mubarak's speech really blind sided the obama administers. after ward president obama issued this statement. too many egyptians remain unconvinced the government is serious about a genuine transition to democracy. it's the responsibility of the government to speak clearly to the egyptian people without world. president obama called for the egyptian government to spell out in clear and unambiguous language the step by step process that will lead to democracy. this clearly is a huge frustration for the obama administration. part of what lead to the expectation that mubarak would step down are comments from the cia director at a congressional hearing yesterday. he said it was a strong likelihood. the cia has been facing harsh criticism. as for whether president obama will talk about it pubically today, he has no public events scheduled but this is press secretary robert gibb's last day

president obama is congratulating his former chief of staff on a major victory. rahm emanuel is now the major of chicago. he needed more than 50 votes to avoid a runoff and he got it. overnight the president said the win is well-deserved. he worked in the white house since the beginning of the obama administration. he resigned in october to run for mayor of chicago. >>> later today the san jose police officer's association will give an update on contract negotiations. the city of san jose is facing a $110 million budget deficit. major chuck reed is calling for 10% pay cuts from eleven unions to help avoid layoffs and cuts to city services. >>> also tonight, san jose's new top cop will be sworn in. last night the city council unanimously approved the city manager's choice of chris moore to take over as the police chief. moore has been serving as acting chief since october when former chief rob davis stepped down. >>> the san jose police department's horse unit may become the latest victim of budget cuts. san jose mercury news reports $280,000 in donations are needed to save the mount

of president obama's transportation budget also released yesterday. >>> time now 6:35. sal is watching highway 24 and all of the busy bay area roads. >>> that's right. highway 24, dave and pam, we watch it once it starts getting busier we know that the commute is really in the peak. it's not quite at peak yet. but you can tell a lot of people are driving to the tunnel from the contra costa area. 680's okay. highway 4 busy in antioch as usual. and the benicia bridge not effected by any stalls or accidents. move along and take a look at the bay bridge here. traffic here is okay. you can see that there's a back up now even for the fast track users as i look there are no crashes though reported on the upper or on the lower deck. this morning we're looking at the livermore commute via our maps. some slow traffic getting into livermore, but after that it's okay. no problems across the bay. burling gap, redwood city, about even right now. pretty good. 63:67. let's go to steve. >>> thank you, sal. good morning. cloudy, breezy, windy. we've had very light rain overnight. heavier rain comes in this afte

kerry is in pakistan trying to win the release of an embassy worker charged with murder. president obama sent senator core kerry to pakistan to argue that raymond davis should not be tried in pakistani court because he should have diplomatic immunity. he has been detained since january 27th after he shot two unarmed pakistani men on motorcycles. davis claims the men were trying to rob him and he was acting in self-defense. many pakistanis have taken to the street. the taliban has warned anyone helping to release davis will be be -- iran state television says progovernment supporters forced antigovernment activist to leave the memorial. they chanted slogans calling for the death of opposition protestors. protest in the middle east are spreading to the persian gulf. alison burns is tracking the protest. alison. >> reporter: dave, thousands of u.s. military personnel and a fleet of american warships are in bahrain. the united states is expressing a lot of concern about what is happening there this week. this is video we pulled off of you tube of protestors pour into a main scare in bahrain.
